Opium Dens in Montana

In Baker, Montana, it is a misdemeanor to operate an opium den. (Code of Ordinances Sec. 9.28.010). Guess the state laws aren't tough enough for them? Or maybe there was no such state law in 1915, when this ordinance was passed. It's also a misdemeanor to visit any place where opium is sold or given away with the intent to smoke it.
